Energy Efficiency & Conservation Block Grant Program


Program Description:

Energy Efficiency and Conservation Block Grant Program

Provides funds to municipalities for a variety of potential uses including building energy audits, energy efficiency retrofits, transportation efficiency, building code services, energy distribution technologies, material conservation programs, technologies to reduce or capture greenhouse gases from landfills, replacement of traffic signals and street lighting with energy efficiency technologies, on–site renewable energy technology for government buildings.

New York State Total:

$175,122,300 by formula ($145,361,700 is for direct grants to large municipalities and $29,760,600 is to NYSERDA. At least 60 percent of the funds coming to NYSERDA must be used for sub–grants to municipalities not eligible to receive direct grants.) Competitive funds will also be available from DOE.

Flow of Funds:

The 45 large counties, cities, and towns must apply directly to DOE by June 25, 2009. Grants will be issued by DOE directly to those municipalities. The deadline for application to DOE from NYSERDA is May 26, 2009. Upon receiving DOE approval of its plan, NYSERDA will solicit projects from municipalities and issue contracts for those projects selected.

180 days after DOE approval of Energy Efficiency and Conservation Strategy (Plan)

Energy Efficiency Conservation Strategy (EECS Strategy) Applicable to Units of Local Government and Indian Tribes – see Attachment D at https://www.fedconnect.net/FedConnect/ – “Search Public Opportunities and Awards” and use the “Reference Number” search criteria in the drop–down list and enter: DE–FOA–0000013. With application or not later than 120 days after the effective date of the award
Annual Reports Units of Local Government and Indian Tribes – Describe the status of development and implementation of the EECS strategy and an assessment of energy efficiency gains. The report shall also address key metrics based on project type (see Attachment C) Not later than two years after the effective date of the award and annually thereafter.
Annual Reports States –

Describe the status of development and implementation of the energy efficiency and conservation strategy of the state during the preceding calendar year; the status of the subgrant program of the state; specific energy efficiency and conservation goals of the state for subsequent calendar years; and activities (list all programs created or supported by program funds and amount of program funds spent on each activity, indicate which programs are new and which are existing, indicate which programs are supported solely by program funds, and which have other funding sources. The report shall also address key metrics based on project type (see Attachment C)

ARRA Performance Progress Reports In addition to general ARRA reporting requirements specified in the Act and by OMB, DOE is requiring numerous additional performance metrics be reported, such as energy saved, GHG emissions reduced, cost savings, renewable energy generated, leveraged funds, expenditures for evaluation, etc. A full list of metrics is included in Attachment C to the Funding Opportunity Announcement DE–FOA–0000013. Not later than 10 days after the end of each calendar quarter
