IDEA Part B – Preschool. IDEA makes it possible for states and local educational agencies to receive federal funds to assist in the education of students with disabilities ages 3, 4 and 5. The Federal government allocates funds to New York State based on a historical census of children ages 3, 4 and 5 in the State. A portion of the funds is allocated to schools based on the total school enrollment and the State’s poverty rate.
